 What you need to know about the mandatory Health Insurance in Dubai Switch

  • The law No-11 of 2013 enacted making Health Insurance coverage mandatory in the emirate of Dubai within the deadlines as provided.
  • Implementation will be split into three phases:
  1. Workers at companies employing 1000 or more must have coverage in place by end October 2014

  2. Workers at companies employing between 100 and 999 employees must have coverage in place by end July 2015;

  3. All other workers (including domestic staff), spouses and dependents must be covered by end June 2016.

  • DHA Essential benefit plan can be bought from one of the 7 approved Participating Insurers only.
  • Objectives of the Law:
    • To provide a comprehensive healthcare system in Dubai with high standards of quality, flexibility, and the ability to advance and to respond to the beneficiaries’ expectations
    • To develop an effective and sustainable health financing system
    • To establish a health system attractive to investors and to preserve the competitiveness of the Emirate
    • To provide healthcare services within a framework to protect all participants
  • This Law is applicable to the entire Emirate, including the private development areas, Free Zones, including Dubai Financial Centre. It shall apply to Citizens, Residents, Visitors, Employers, Sponsors, Health Care Providers, Insurance Companies, Claims Management Companies, Insurance Brokers and any other person or category that may be determined by the Executive Board upon a recommendation from the Authority
  • Roles and responsibilities of the Employer.
  • The employer shall be responsible for the following:
    • Provide medical insurance to all the employees
    • Cover medical costs in the event of failure to cover the employees
    • Delivery of the health insurance card to each of the covered employees
    • Submit the health insurance policy upon issuing or renewing residency for its employees
